Angesichts der anhaltenden Kämpfe in der Ukraine bereitet die Regierung in Kiew unter anderem auch eine mögliche Verschickung sensibler Daten und der zugehörigen Infrastruktur ins Ausland vor. Das berichtet Reuters unter Berufung auf den zuständigen Verantwortlichen der ukrainischen Regierung.
Noch sei der Plan, die IT-Infrastruktur im Land zu behalten und abzusichern, zitiert die Nachrichtenagentur Victor Zhora, der den Staatlichen Dienst für Sonderkommunikation und Informationsschutz der Ukraine leitet. „Plan B oder C“ sei jedoch, sie in ein anderes Land zu bringen. Damit das möglich ist, müssten aber vom Parlament des Landes noch Gesetze geändert werden. Bislang sei Technik innerhalb des riesigen Landes an sicherere Orte gebracht worden.
Wertvolle Informationen für angreifende Truppen
Bei den Daten handelt es sich beispielsweise um Informationen zur Auszahlung der staatlichen Rente oder geheime Dokumente. Russland würde damit detaillierte Daten zur Bevölkerung des angegriffenen Landes erhalten, hatte Zhota kurz vor Beginn des Angriffskriegs Politico erklärt. Damals hatte er versichert, dass man für alle Eventualitäten vorbereitet sei. Die wichtigsten Daten liegen demnach auf zentralen Servern in der Hauptstadt Kiew. Kompromittierte Zugänge könnten schnell gesperrt, die Hardware an Ausweichorte verlagert werden. Inzwischen seien Equipment und Backups bereits an Standorte außerhalb der Reichweite der russischen Truppen verlegt worden, ergänzt Reuters.
Wie die Versendungen der Daten und der zugehörigen Infrastruktur abläuft, beziehungsweise ablaufen könnte, führte Zhota nicht aus. Es wird aber deutlich, dass seine Regierung aus dem Verlust der Halbinsel Krim und von Gebieten in der Ostukraine an russische, beziehungsweise russlandtreue Truppen gelernt hat. Die Regierung in Kiew hat ihm zufolge bereits mehrere Angebote aus dem Ausland erhalten, wo die Daten vorgehalten werden könnten, sollte die Ukraine komplett in russische Hände fallen. Vorgesehen sei bis dahin kein kompletter Umzug, Ministerien und Behörden könnten stattdessen fallweise entscheiden, was mit Daten geschehen soll, vorausgesetzt das Parlament genehmigt die nötigen Änderungen.
Der Umgang mit staatlichen Datensätzen im Kriegsfall ist kein neues Thema, zuletzt war dessen Tragweite beim Abzug der westlichen Truppen aus Afghanistan deutlich geworden. Damals hatten die radikalislamistischen Taliban Gerätschaften des US-Militärs zur biometrischen Personenidentifizierung, inklusive der Daten erbeutet. Damit könnten sie gezielt nach Menschen fahnden, die westlichen Truppen im Land geholfen haben. Reuters erinnert noch daran, dass die norwegische Regierung 1940 Archive nach Großbritannien verschifft hat, um sie vor den einfallenden deutschen Truppen in Sicherheit zu bringen. Ein Experte dafür weist darauf hin, dass solche Dokumente in den Händen eines Feindes auch nachbearbeitet und für Propaganda genutzt werden könnten.
